    Session description: Energetic and motivational session to kick off the 2017 Fall Conference!

     Kay Norton

    Speaker Bio:
    Kay Norton became the 12th President of the University of Northern Colorado in July 2002. She is a passionate advocate for UNC, and for the transformative power of American higher education in the lives of people, their communities, and the nation.

    Norton has led the University of Northern Colorado in developing innovative and entrepreneurial organizational strategies in the face of changing regulatory, financial and social conditions, emphasizing the need for the university to take charge of its own fate. UNC promises students that their investment in a high quality education at UNC will pay lifelong dividends---financial, person and communal.

    Norton is a graduate of Wellesley College and the University of Denver College of Law. She practiced law in the public and private sectors for 26 years, primarily as an in-house corporate general counsel for an international meat producing subsidiary of a publicly traded corporation. In that role she was responsible for a wide variety of government and regulatory affairs. She was appointed to the UNC Board of Trustees in 1995, serving as Vice Chair until 1998, when she joined the university’s staff as Vice President for University Affairs, General Counsel and Secretary to the Board of Trustees.

    Norton has served on the board of directors of StarTek, Inc., a publicly traded (NYSE) company, as well as on the boards of numerous non-profit business associations, service groups and charitable entities. She has been honored as an outstanding woman in business by the Colorado Girl Scouts, the Northern Colorado Business Report, and the Colorado Women’s Chamber of Commerce.

    Session 1: Lessons Learned from Disasters, David Buttery and Dean Moyer

    Session description: Participants in this session will hear about different natural disasters that have occurred in the state of Colorado. Speakers will share with the municipal clerks lessons they have learned and how the clerks office can help and be prepared during a disaster. Topics discussed will include; pulling together community briefing meetings, record keeping, FEMA paperwork and more.

    David Buttery

    Speaker Bio: 
    David N. Buttery, P.E., has served as the City Manager for the City of Woodland Park since April 4, 2007. Prior to that he served for 10 years as the Director of Public Works and City Engineer for the City of Woodland Park. His previous experiences include 21 years as a US Army Corps of Engineers officer, Airborne and Ranger qualified, with engineering, command, and staff experiences around the world, including serving as an Associate Professor of Civil Engineering at the United States Military Academy at West Point. His last active duty position was as the Public Works Director at Fort Carson and was the Fire Marshal for the post. He was the Public Works Director for Woodland Park during the 2002 Hayman Fire and was the City Manager during the 2012 Waldo Canyon Fire. He served in the Emergency Management Branch of the Pittsburgh District, US Army Corps of Engineers. He has also driven a florist delivery truck, been a canoe guide, a backpacking guide, a blackberry picker, and a catering assistant. Mr. Buttery has a bachelor’s degree in mechanical engineering, 1976, and a master’s degree in civil engineering, 1984, both from Texas A&M University.

    David and his wife Tamara have two married children and five grandchildren. David and Tamara are very active at Woodland Park Community Church.

    Dean Moyer

    Speaker Bio:
    I began my municipal government journey in 1990 as the Treasurer for the Town of Wellington Colorado. Since 1998 I have been the Director of Finance and Information Systems for the Town of Windsor, Colorado. My educational background includes a Bachelor’s Degree in Accounting from Pennsylvania State University. Later I earned a Master’s Degree in Public Administration from CU Denver School of Public Affairs.

    Though I have been in Northern Colorado since 1988, I grew up outside of Allentown Pennsylvania. Yes Billy Joel fans, that Allentown. I am still an avid Steelers fan and refuse to say Tim Tebow out loud. Watching the Rockies created as an expansion team will make me a Rockies fan for life. I enjoy the outdoors, working out, cooking and coaching my daughter’s softball team. Thank you for inviting me to speak at your conference!

    Session 1: Leadership Management, Kathie Novak

    Session description: Closing the Confidence Gap - The latest research continues to say that girls and women struggle more with confidence than boys and men. Why is this the case? Why is confidence so important in all aspects of our lives? This workshop will help us understand the confidence gap and offer tips on how to strengthen our confidence to be prepared to contribute in more meaningful ways.

    Kathie Novak

    Speaker Bio:
    Kathie Novak is an Assistant Teaching Professor for the Daniels College of Business at the University of Denver, and a Senior Advisor with the Center for Priority Based Budgeting, located in Denver, Colorado. She also serves as the Institute Director for the Colorado Municipal Clerks Institute.

    Kathie has almost 19 years of elected public service, 11 as a member of the Northglenn City Council, and an additional 8 years as Mayor. She was term-limited in 2010. During her time in public office, she served as President of the National League of Cities in 2009, and held numerous other leadership positions.

    Kathie earned her Master of Science in Management from the University of Colorado at Denver, and has an undergraduate degree in Business Administration from the University of Colorado at Boulder, and has been teaching management at the graduate and undergraduate level since 1991.

    Her awards include the 2012 John V. Christensen Award for exemplifying the tradition of John V. Christensen in promoting and working for good, strong, representative local government and regionalism in solving mutual problems; “9NEWS Leader of the Year” for 2003; “Businesswoman of the Year” awarded by the MetroNorth Chamber of Commerce; “Excellence in Teaching Award” from Regis University; and was awarded an American Marshall Memorial Fellowship, for travel in Summer 2002.

    Election News and Legislative Update, Karen Goldman

    Session description: This session will provide information on legislation introduced in the 2017 Colorado state legislative session and the impacts on municipal operations, especially those of the municipal clerk's office.

     Karen Goldman

    Speaker Bio:
    A self-proclaimed ‘election geek’, Karen has been dodging legislative bullets and providing training for municipal clerks in the elections arena during her almost 20 years as a municipal clerk in Colorado and beyond. She has been involved in both the Colorado Municipal Clerks Association as an officer and the International Institute of Municipal Clerks as a board member. Karen received her CMC in 1986 and her MMC in 2000. She is a two-time recipient of the award for Outstanding Contribution to CMCA and has also received the CMCA Clerk of the Year award. Her latest assignment is as an advisor for the newly formed Municipal Clerks Advisor Program, a collaborative effort of CML, CMCA, and CIRSA. Her careers have included that of librarian and also Secretary of the Colorado Senate and her heart has been and always will be given to municipal clerks.

    Session 1: Process Mapping for Paperless Initiatives, Barbara Setterlind and Ebony Vivens

    Session Description: Before moving towards electronic records storage and management, process mapping of current tasks and functions is critical to make the entire process more efficient. Basic Records Management and Retention will be discussed. Electronic Management Systems will not fix all of your Records Management problems - you must tackle them first before moving forward.

     Barbara Setterlind

    Speaker Bio:
    Barbara Setterlind has been the City Clerk in Centennial since October 2014, and was the Deputy City Clerk for seven years prior. She began working for the City of Centennial in April 2005, in the Municipal Courts before moving to the City Clerk’s Office.

    Barb holds a Bachelor of Sciences Degree from Central Michigan University and a Paralegal Certificate from Aurora Community College and she received her Certified Municipal Clerk designation from the International Institute of Municipal Clerks in September of 2009. Barb has been a member of the CMCA Records Committee, serving as the Chair in 2015, and served in the past years as the Education Coordinator for Records Management PDOs. She has also been a member of the Education Committee and the Ways and Means Committee.

    Barb and her husband enjoy traveling, reading, and spending time with their family.

     Ebony Vivens

    Speaker Bio:
    Ebony Vivens began working for the City of Centennial in October 2014 as the Deputy City Clerk.

    Prior to working for the City of Centennial, Ebony worked for the City and County of Denver. She attended Denver’s PEAK Academy and received her Lean Six Sigma Black Belt. Ebony specializes in the LEAN Six Sigma Methodology, has experience in leading complex improvement projects and teaching Green Belt classes and certifications.

    Ebony will be completing her CMC certification from the International Institute of Municipal Clerks in the summer of 2017.

    Session 2: Best Practices Roundtable

    Session description: The Clerks in attendance will decide the topics of interest at the beginning of the session then the participants will be broken down into groups so that each group has an opportunity to discuss and hear how other communities handle issues/work processes such as the marijuana licensing process or templates for council packets. From this the best practices of each community are discussed.

    Session 2: The Clerk as Hearing Officer - A Panel Discussion, Judy Egbert, Margy Greer, and Teresa Ablao

    Session description: This session will discuss when an outside hearing officer would be beneficial, the pros and cons of hiring an outside hearing officer, the role of the hearing officer, and the hearing process.

     Judy Egbert

    Speaker Bio:
    After twenty-seven years of Municipal Clerk experience with the City of Alamosa, Judy created GovPro Consulting in 2014 and began the adventure that has served twenty-one organizations over thirty-one projects. Services include Interim Clerk, records projects, process assessment, elections, and HR management. Customers range from Statutory to Home Rule, Town to City, and Special Districts.

    Judy’s twenty-seven years with the City of Alamosa certainly gave her experience to draw upon. The City Clerk job included Municipal Court as well as Human Resources, in addition to the usual Clerk roles of managing records, licensing, elections, and elected officials. But the past three years have proven to be even more valuable because of the need to adapt to new organizations quickly, and understand the complexities of various size organizations. She not only understands the legal differences in structure and operational standards, but the variances in politics and values from one municipality to the next.

    As a trainer for the Colorado Municipal Clerks Association, Judy has been in the position of training Clerks from municipalities of all sizes and structures. She has also assisted with curriculum content for the PDOs.

    Teresa Ablao

    Speaker Bio: Ms. Ablao received her JD from CU-Boulder and has been licensed as a Colorado attorney since 1988. She began career as a deputy district attorney in the 8th Judicial District and has served the cities of Loveland and Fort Collins as an assistant City Attorney. Ms. Ablao is the presiding municipal judge in the towns of Windsor, Wellington and Hudson and is a relief judge for Erie, Greeley, Fort Collins, and Longmont municipal courts. She also acts as the local liquor authority for Windsor and Commerce City, as well as the local marijuana licensing authority, currently for Commerce City and previously for Boulder.

    Liquor/Marijuana News and Legislative Update, Donia Amick and Dominique Mendiola

    Session description: This session is a great opportunity to hear the latest news, information and legislative outcome, and to interact with the key state individuals from each division. This is always a well-attended meeting with a focus on what is important for our communities in these highly regulated functions we perform.

     Donia Amick

    Speaker Bio:
    Donia Amick served for 18 years at the Lakewood Police Department. She was a Detective in Crimes against Children, Patrol Sergeant and Detective Sergeant in the Crimes By Children Unit, Special Investigations (Vice) Unit and Sex Offender Apprehension Registration Unit. In October of 2015 Donia Amick joined the Liquor Enforcement Division as the Chief of Investigations. She manages licensing and enforcement teams throughout the State.

    Donia Amick received a Bachelor of Arts degree from the University of Colorado—Boulder in Political Science and a Master of Public Administration degree from the University of Colorado—Denver.

    Dominique Mendiola

    Speaker Bio:
    Senior Regulatory and Policy Advisor, Dominique joined the Colorado Marijuana Enforcement Division in 2014, where she oversees all administrative action, legislative, and rule-making matters. Dominique obtained her Political Science degree from the University of Texas at San Antonio, during which time she worked as a law firm administrator and served as a crisis intervention representative for the San Antonio Police Department. Dominique moved to Colorado in 2009, where she obtained her law degree from the University of Denver. Prior to joining MED, she practiced law in Texas and Colorado. As a member of the Division, Dominique strives to embrace a culture of excellence and possesses a personal and professional commitment to delivering the highest quality of service to the State of Colorado.

    Session 1: The Clerk, The Mayor and The Manager, Betsy Holder, Tom Norton, and Roy Otto

    Session description: This session will offer valuable insight into the communication techniques and the special relationship between the Municipal Clerk, the Mayor and the Manager.

     Betsy Holder

    Speaker Bio:
    Betsy has been the City Clerk for the City of Greeley since 1990. Primary functions for the Clerk's Office include those associated with Clerk to City Council, election administration, liquor licensing administration, records management, and supervising municipal court. Prior to her Greeley experiences, Betsy worked for the Town of Kersey, for the USDA in Denver, and the State of Georgia. Betsy has earned certifications as a Municipal Clerk and Records Manager and is active in her professional associations. Betsy currently serves as a member of the State Commission of Judidical Performance for the 19th Judicial District, and is a former board member of the Sunrise Community Health Center, A Woman's Place, and the Area Agency on Aging. She is a current student at Regis University in the Public Administration program. Family time, sewing, scrapbooking and home improvement projects are on Betsy’s list of favorite leisure activities.

     Tom Norton

    Speaker Bio:

    Greeley Mayor Tom Norton’s more than 30 years of experience in the transportation industry in both the private and public sector have earned him national recognition as an effective and visionary leader with a proven ability to resolve problems and maximize opportunities. His early training at Colorado State University, including a Bachelor of Science in Engineering and a Masters in Civil Engineering, helped prepare him for bigger things to come as a Registered Professional Engineer, a businessman, an elected official, and a public servant in Colorado.

    As founder of one and partner in two engineering consulting firms in Greeley: Norton, Underwood & Lamb from 1977-1992 and Ketterling, Butherus & Norton from 1992-2000, Mr. Norton gained valuable experience that, in part, led to his appointment by Governor Bill Owens as the Executive Director of the Colorado Department of Transportation in 1999. During Mr. Norton’s business career he also held elected offices at the state level in Colorado. First as a State Representative from 1986-1987 and then as a State Senator from 1987-1998, six years of which were as Senate President.

    During his tenure at the capitol, he focused on areas involving environmental compliance, air and water quality, economic development, as well as business and transportation related issues. Mr. Norton received numerous legislative awards for his work in business, environmental management and infrastructure related accomplishments.

    A 50-year resident of Greeley, Mayor Norton is pleased and proud to have been elected to represent the city – he looks forward daily to the challenges and satisfaction that go along with a leadership role in his community.

     Roy Otto

    Speaker Bio:
    Roy Otto is a native Coloradoan who graduated from Greeley West High School and earned a Bachelor's degree from Colorado State University in Political Science. Following graduation he moved to St. Petersburg, Florida where he served in various management positions in Public Works, Neighborhood Services and Economic Development. He also served as General Services Director in Seminole, Florida. While working in Florida, he received a Master of Public Administration degree from the University of South Florida. In 1999, he returned to his hometown of Greeley, Colorado to serve as Assistant City Manager. He was promoted to City Manager in 2005.

    Session 2: Open Records, News and Legislative Update, Bob Widner

    Session description: Basic overview of CORA and processes to fill open records requests. Information on current changes with SB 040 which requires new procedures for the inspection of public records that are stored as structured data (digital formats).

     Bob Widner

    Speaker Bio:
    Bob Widner is a founding partner of the law firm of Widner Juran LLP. For nearly 30 years, Bob has exclusively focused his practice upon the representation of local governments and served as the city or town attorney and county attorney for governments throughout Colorado including Cherry Hills Village, Arvada, Lyons, Hot Sulphur Springs, and Park County. Since 2004, Bob has served as the City Attorney for the City of Centennial. Bob is an adjunct professor with the University of Colorado School of Law. He was granted a Fellowship with the International Municipal Law Association (IMLA) and became one of fewer than 100 attorneys worldwide to hold that distinction as a recognized expert in municipal government law. Bob is a frequent speaker at conferences on a variety of legal and government topics.

    Session 2: Priority Based Budgeting, Chris Fabian

    Session description: You will learn how to fundamentally change your approach to resource alignment through Priority Based Budgeting (PBB). How PBB can contribute to a community’s long-term financial sustainability which allows communities to better serve their residents in the most effective, efficient and fiscally responsible manner possible and why the International City/County Management Association (ICMA) is urging local government to approach resource allocation decisions in the context of what matters most to its community.

    Chris Fabian

    Speaker Bio: 
    Chris Fabian is Co-founder of the Center for Priority Based Budgeting (CPBB) and ResourceX. He holds a B.S. in engineering from the Colorado School of Mines and developed the concepts and applications of priority based budgeting (PBB) as a practitioner at Jefferson County, Colorado.

    Chris is a strong supporter in the concept of “abundance” and firmly believes that an abundance of resources for local government are available if only services and programs were more thoughtfully prioritized. And he has developed Online PBB software to provide the tools for every local government to do so.

    How to be a CHAMPION Municipal Clerk in Your Community!, Ty Coleman

    Session Description: This session will give the Colorado Municipal Clerks the tools they need to be more effective and productive in the work place and in the community! Participants will leave this session equipped to work better in the workplace, with the public, elected officials and staff members. Topics covered include; importance of cultivating good healthy community relationships, how to master your mind to embrace constant change in the office, how to keep an attitude of gratitude in the workplace, how to practice professional pride in your daily actions, why it is important to take ownership of your actions in the workplace, how to deal with difficult people, and the importance of staying organized and focused in your work space.

    Ty Coleman

    Speaker Bio: 
    Ty Coleman has spent over 20 years working with diverse groups to promote and develop businesses in large cities and rural communities. He has played a key role in designing and implementing successful marketing outreach strategies for businesses, nonprofit organizations and government agencies.

    Currently, Ty is the Assistant Branch Manager at Rio Grande Savings & Loan (Alamosa, CO) and he is responsible for business and community relations. Over the years he has established a successful track record in creating and promoting housing & business lending opportunities in rural communities throughout Colorado.

    Ty serves his community in numerous roles: He serves on the Alamosa City Council as Mayor Pro Tem. He volunteers in the SLV business community as Chairman of the board for the SLV Development Resource Group, Facilitator for the Center for Restorative Programs, Alamosa youth football coach & mentor, actor with the SLV Theatre Company, active board member of the Alamosa Literacy Council, and member of the Kiwanis club.

    Ty’s mission in life is to “reach one and teach one daily by his actions”.

Larimer County Clerk and Recorder, Angela Myers, invites you to come tour the Larimer Elections Counting Facility and see first hand how they process more than 200,000 ballots, what check and balances they have in place, how they address process flow, and how technology is utilized to best advantage.
